MINUTES
Of
January 30, 2013

Members present:  Lian Smith, Fred Guidi, Roz Diamond.  Absent:  Andrea Aldana.
Non-members present: Nan Balmer, Linda Burt, Neil Andres

Key discussion points, decisions:

  • Elected Committee Chair:  Lian Smith
  • Elected Recording Secretary: Roz Diamond
  • Selected regular monthly meeting day and time: Second Tuesday of the month, 5:30 PM, with the following exceptions:
  • Wed., Feb. 6:  Meeting with David Quinn, consultant
  • Tues., Feb 12 – regular meeting, 5:30 PM
  • Tues. Mar 19, regular meeting, 5:30 PM
  • Recycling data:
  • Eastham annual recycling = 3,000 tons, or 37% of total.  (MA total recycling averages 40%)
  • Sandwich, whose recycling amount has increased with Pay Per Throw, is not a comparable town to Eastham, since it now is recycling only 14%.
  • Brewster, contemplating Pay Per Throw, does not allow trash haulers (Eastham does).
  • Consortium of 13 Cape Cod towns working together to negotiate joint deal for trash pick-up.  Brewster not included because it negotiated its own 20-year deal with SEMASS
  • Nation-wide, solid waste totals decreasing, recycling increasing
  • Current SEMASS cost: $37.50 per ton good till 12/31/2015.  Then cost likely to increase significantly
  • SEMAS uses old technology.  More advanced techniques on the horizon: composting, gasification which uses much high heat and vaporizes trash (Plymouth has plan to do this), sorting out textiles that aren’t wet and are odor-free.
  • Co-mingling of substances to recycle should be investigated as way to increase amount recycled:
  • Glass, tin, paper, plastic (most expensive)
  • Dual stream: all paper in one stream, glass, tin cans, plastic in another
  • Suggested topic for future Committee consideration: It was suggested that the Committee study and make recommendations on improving Swap Shop operations.
